The chairperson of the reconstituted Juba County Legislative Council, Robert Milla John, has been impeached by councillors due to poor leadership.
This decision came after councillor Loro Luwala tabled a motion of no confidence against Mr. Milla during an extraordinary meeting chaired by Deputy Chairman David Pitia Yoana.
The councillors cited the impeached chairperson’s inaction on matters of public concern, especially urgent motions, as well as poor administration in handling the responsibilities of the Juba County legislative body.
Addressing the media yesterday, the House spokesperson, Daniel Jada Marcello, announced that they have cast a vote of no confidence against David Milla, the boss of Juba County Legislative.
“After the thorough discussion the councillors finally resolve to impeach or vote a vote of no confidence against Hon. David Milla from his position as the chairperson of the Juba County Legislative Council with immediate effect from July 23, 2024,” he said.
Nonetheless, the Juba County Councillors agreed that the deputy chairman should steer the House until the new chair is appointed.
“Hon. David Pitia should continue running the office until the new chairperson is install to the office,” Marcello added.
To councillors, the impeached chairperson has no right to suspend sittings or any member of the Juba County Legislative.
“The former chairperson has no power to stop any sitting of the council from today,” he continued.
They also resolved that the new chair that would be from the ruling, SPLM party must be installed within one week.
“The SPLM caucus is hereby notified to submit in the new chairperson within 7-days from the day of this sitting,”
Also, councillors requested the Juba County authorities to cooperate with the acting chairperson.
“We are also requesting Hon. Commissioner, executive director of Juba County to cooperate with the acting chairperson until the new chairperson is brought into the office
Councillor Marcello appealed to the citizens of Juba County to remain calm, adding that they are fighting for their rights and service delivery in the Central Equatoria State.
“We are still running after your suffering in your payams at different levels and we will continue to stand with you until you get the service that you are looking for,”
Unveiling reasons for impeachment, Mr. Marcello claimed that the impeached chair had last year obstructed a finding by the committee on security headed by Councillor Franco Jada.
“They went and brought the information and the [former] chairperson didn’t table the case before the councillors,” he argued.
‘Thirdly, there is an incident that happened in Gondokoro, the citizens are being intimidated, harassed and beaten, the same honourable Jada is the son of the area – raised the motion to the council and the former could not table it,”
Marcello maintained that there are so many complaints from payams of Juba County that the ex-chair slept over their concern.
