Government institutions work like a family business where a father is the head and every relative has a position. This runs from the national government to the states, counties, Payams and bomas as well as Municipalities. Though each is supposed to be accountable, but it has never transpired. That’s why work isn’t flowing in the right direction.

Look at this situation where the country is only controlled by a few people in power, causing a lot of economic hardships, frustration to citizens, and so much mess yet none of speaks to the media for the public to know what is going on or the next plan.

Taking you back to the case of the Juba City Council officers. This body works every day, but you can’t see development in the municipality. Their achievements are for those who are in the systems. Those who know better, sometimes will point to buildings of the governors, mayors, ministers, and politicians, both in and outside the country or from their children’s businesses.

Since those holding these positions are all appointed, state appointees take opportunities to grow very fast before their removal from the powers. Lack of accountability in the system makes their ploy possible as no one is brought to the court, it boosts their intrigue without fear of public funds.

The former mayor was supposed to continue with the projects left by the other mayor, but you only see the city council collecting money but the public is green about where the revenues go.

Another thing is that it seems the city council staff work for themselves because there are different types of revenue collectors moving, charging citizens very high taxes, without outcome.

The streets of Juba are all covered by wheelbarrow businesses; passing alone becomes difficult. The question is, what if accidents happen? Take the example of the custom market. Even the company contracted to collect garbage does not do its work regularly. What kind of work is this?

Citizens have the right to a clean environment and sanitation.

All eyes are on the newly appointed mayor, so set a policy with the team to work together on a campaign for one or two months to announce to the people what is going to happen and let the people understand properly through media houses and avoid surprising people with what they don’t know.

Before you enforce, first look at things around, starting from where it is left, and keep the city clean and arrange everything in order to properly provide enough garbage bins.

Up to now, citizens don’t know who collecting garbage in the country, only see tax collectors every day in uniform with different types of people sometimes causing businesses to go off.

I appeal to the government to create a system of accountability in all government institutions to avoid corruption.
