Ongoing crisis over cattle camp ownership in Lakes State, between Amothnhom and Panyuon, also between Pantiir and Panawol, highlights a pressing issue.
These disputes threaten to exacerbate insecurity in the state. If left unaddressed, they could revert Lakes State to the previous cycle of violence.
Dear Governor Rin Tueny, immediate action is needed to tackle the issue of cattle camp ownership, as further neglect could lead to increased violence. The Lakes State government must take responsibility for apprehending culprits from both sides and bringing them to justice. Accountability is crucial to preventing future conflicts.
Establishing customary mobile court.
To effectively resolve cattle camp ownership disputes, I urge the establishment of a Customary Mobile Court of Law (CMCL). This institution should focus on community land ownership issues, providing a permanent solution to the ongoing cattle land disputes. The council of elders, selected for their historical knowledge and integrity, should oversee the court’s formation, ensuring it is composed of individuals who understand the complexities of cattle camp ownership.
Many cattle keepers share the same cattle dips within these camps during both the dry and wet seasons. The core issue is not just about grazing areas but the rightful ownership of the cattle camps themselves, which hold historical significance for our communities. Governor Rin Tueny must address these ownership questions to foster lasting peace in Lakes State.
Disarmament of Civilian Population
A critical factor contributing to insecurity in Lakes State is the prevalence of firearms among civilians. I urge Governor Rin Tueny to initiate a disarmament campaign targeting youth carrying weapons. While your leadership has brought stability to the state, the ongoing issue of civilian armament poses a significant risk to safety.
Following disarmament, police forces must be deployed along the borders of Lakes State to protect the lives and property of vulnerable citizens. The disarmament process must be accompanied by a comprehensive security arrangement and resource mobilization from the Transitional Government of National Unity.
We must support our government in fostering peace, unity, and reconciliation within South Sudan and beyond. Addressing cattle camp ownership disputes and disarmament will be vital steps toward ensuring a secure and peaceful future for Lakes State.
