Veteran Police officer returns as Spokesperson in mini reshuffle

South Sudan National Police Service (SSNPS) on Thursday announced reappointment of Maj. Gen. James Monday Enoka as its spokesperson.

The return of Maj. Gen. Monday brings a significant shift in the force’s public communication strategy.

The announcement came as part of a minor reshuffle of senior officers by Inspector General of Police (IGP) Gen. Abraham Manyuat Peter.

Maj. Gen. Enoka, a seasoned officer with a notable track record within the SSNPS, returns to the spokesperson role after a period serving in various high-ranking positions.

Maj. Gen Monday was transferred from the Directorate of Human Resources Development to the Directorate of Information and appointed as spokesperson.

Meanwhile, the predecessor, Col. John Kasarra Koang, who was appointed to the spokesperson position in August 2024, has been moved to the Directorate of Human Resources Development.

Col. Koang’s appointment followed the transfer of Maj. Gen. Daniel Justin Boula, the previous police spokesman to Community Policing.

During the handover last year, Maj. Gen. Justin had commended Col. Koang’s extensive experience across different regions of South Sudan and urged journalists to maintain a cooperative relationship with him.

As such Col. Koang, during his brief tenure, emphasized the crucial role of media collaboration in fostering security and sharing information with the public.

However, the reappointment of Maj. Gen. Enoka signals a return of a familiar face to the SSNPS’s public relations. His previous experience as the police spokesperson from 2012 to 2016 positions him as a seasoned communicator with established relationships with the media.

Maj. Gen. Monday’s career trajectory within the SSNPS further underscores his leadership capabilities, having served as the Commissioner of Police for Western Equatoria State in Yambio (2016-2021) and Eastern Equatoria State in Torit (2022-2024).

Prior to his latest appointment, Maj. Gen. Enoka held the significant role of Principal of the National Police Academy (2024-2025).

While the specific reasons for the current reshuffle remain undisclosed, Maj. Gen. Enoka’s return to the spokesperson role suggests a strategic move by the SSNPS to leverage his extensive experience and familiarity with media engagement.

The public and media stakeholders will be observing how his reappointment shapes the flow of information and the relationship between the police service and the community, given his wealth of experience in the same post.

Additionally, the SSNPS statement also indicated that three other senior officers were affected by the mini reshuffle announced Thursday, though their identities and new assignments were not immediately revealed.
