Open Letter to Gen. Rabi Mujung Emmanuel, the governor Central Equatoria State

Dear Governor Mujung,

I am writing to extend my sincere congratulations on your appointment as governor of Central Equatoria State.

This position presents a unique opportunity to shape the trajectory of sustainable development within the state, particularly in addressing one of the most pressing environmental challenges: waste management.

I wish to highlight the critical importance of enhancing waste management infrastructure, enforcing laws to ban single-use plastics, and fostering collaboration with Juba City Council and other stakeholders to achieve a cleaner, healthier, and more resilient Central Equatoria.

The escalating problem of waste accumulation in urban and peri-urban areas has become a significant obstacle to public health, environmental integrity, and economic development. Improper waste disposal not only leads to pollution of water bodies and land but also attracts disease-carrying pests, thereby endangering communities. Central Equatoria State, as the heart of South Sudan’s economic and administrative activities, bears a responsibility to lead by example in establishing effective waste management systems that are sustainable, inclusive, and environmentally sound. This entails investing in modern waste collection and disposal infrastructure, including recycling facilities, sanitary landfills, and composting units, tailored to the region’s specific needs and capacities.

Enhancing waste management infrastructure requires a comprehensive approach that encompasses capacity building, technological adoption, and community engagement. It is imperative to allocate adequate resources and establish strategic partnerships with development agencies, private sector entities, and non-governmental organizations experienced in waste management. Such collaborations can facilitate knowledge transfer, technical support, and funding, enabling the development of efficient waste collection networks and environmentally friendly disposal methods. Additionally, integrating waste management into broader urban planning and environmental policies will ensure that waste-related issues are systematically addressed and sustainably managed over the long term.

A particularly urgent aspect of waste management reform is tackling the proliferation of single-use plastics. These items, often used briefly but lingering in the environment for centuries, pose a severe threat to ecosystems, wildlife, and human health. Implementing a ban on single-use plastics aligns with global best practices and demonstrates a commitment to environmental stewardship. Enforcing such legislation requires a multi-stakeholder approach that includes raising public awareness about the harmful impacts of plastics, promoting the use of eco-friendly alternatives, and incentivizing businesses to adopt sustainable practices. Collaboration with Juba City Council and stakeholders is essential in this regard, as the council is directly responsible for urban waste management and municipal enforcement.

By working closely with Juba City Council, your administration can develop and implement policies that restrict the use of single-use plastics in markets, shops, and public events. This could be complemented by establishing plastic collection points, promoting recycling initiatives, and incentivizing industries to produce biodegradable packaging. Public awareness campaigns and educational programs will be vital in fostering community buy-in and behavioral change.

Furthermore, establishing regulations and penalties for non-compliance will reinforce the seriousness of this initiative and demonstrate government commitment to environmental health.

Progress in waste management also offers economic opportunities, including job creation in recycling, waste collection, and environmental services. It can stimulate local industries focused on producing eco-friendly products and packaging, thereby contributing to economic diversification and resilience. Moreover, a clean environment enhances tourism, improves public health, and elevates the quality of life for all residents.

In conclusion, I urge your administration to prioritize the development of robust waste management infrastructure, enforce legislation to ban single-use plastics, and strengthen collaboration with Juba City Council. These actions will not only address the immediate challenges of waste pollution but also set the foundation for sustainable urban development. By adopting a proactive, inclusive, and environmentally conscious approach, Central Equatoria State can serve as a model for other regions striving to balance growth with ecological preservation.
