Justice Minister tables National Examination Council Bill table

Minister of Justice and Constitutional Affairs, Justice Ruben Madol Arol, has tabled the National Examination Council Act 2011 (Amendment Bill, 2024) to the national parliament in its first reading stage during Monday’s assembly sitting No. 40/2024.

The amendment bill provides for the conformity of the National Examination Council Act, 2011 with the constitutional, legal, and political guiding principles, objectives, and ideals in the revitalized agreement on the resolutions of conflict in the Republic of South Sudan (R-ARCSS) 2018.

Furthermore, the amendment provides for conformity of the bill with the Transitional Constitution of the Republic of South Sudan, 2011 (as amended).

Minister Madol emphasized that the purpose of the amendment bill is to amend the National Examination Council Act, 2011 to incorporate offenses and penalties that were not foreseen due to technological evolution under the act and to conform to the NEC Act, 2011.

He added that the bill was drafted in accordance with the provisions of Articles 38 and 52 of the Transitional Constitution of the Republic of South Sudan, 2011 (as amended).

The provisions of this bill shall apply to all matters related to the administration and supervision of examinations in South Sudan.

Justice Madol highlighted that the principle act consists of seven chapters, and the amendment bill affects five (5) chapters and ten (10) sections.

“I respectfully hereby submit “The National Examination Council Act, 2011 (Amendment Bill, 2024) to you after its approval by the National Council of Ministers Resolution No. 38/2024 in its regular meeting No. 08/2024 held on Friday, 31st May 2024, to you for deliberations and enactment,” Justice Madol submitted to the house.

After his presentation, the house speaker, Rt. Hon. Jemma Nunu Kumba committed the bill to the standing specialized committees for general education and instruction and that of legislation and justice, and the committees are tasked with scrutinizing the bill and reporting back to the house within 14 days.
