Lakes state crackdown on 3 ghost schools paid capitation grants

The Ministry of General Education and Instructions in Lakes State has compelled the teachers of the three ghost schools which have received the capitation grant illegally to return back the public money or failure to cooperate, the individual involved shall be met with full force of the law.

Minister Nelson Makoi Makur made the statement to the media while highlighting the public and teachers at large on the use of capitation grant to support Free and compulsory education in government schools across Lakes state.

In early February this year, President Salva in a presidential order declared for free and compulsory primary and secondary learning to promote quality education across the country.

Accordingly in Lakes state education authorities all public schools both primary and secondary School have received their capitation grant respectively.

“I urge our teachers and community in Lakes state and further warned them that ghost names or fake schools should not be tolerated and whoever involved in financial or malpractices must be prosecuted in accordance to public financial management laws of South Sudan.

Lakes state authorities warned against fake/ghost schools and vowed to continue cleaning fake schools/teachers which are not eligible for capitation grant.

State education Minister said they will not tolerate whoever is involved in financial fraud or malpractices in the name of ghost schools/teachers.

Makoi said the state ministry of general education and instructions has a mandate to supervise payment of capitation grant to public schools for effective implementation of free education in South Sudan and Lakes state in particular.

On the 12th April the minister went to Rumbek East County for the inspection of three suspended ghost secondary schools, Pacong secondary School, Marial Manasseh memorial secondary School and Aduel secondary School.

The purpose of his visit was to ascertain the function of those three secondary Schools the enrollment and conditions of the learning environment and learning space according to the standard of secondary School respectively

“I was accompanied by the director of basic secondary Schools education in the ministry of general education and instruction, upon arrival first we went to Marial Manasseh memorial secondary, we found out that, the school is located within Malek_ Agok primary school and moreover it’s a mud block building with attendance only seven (7) learners in class”.

“Secondly, we proceeded to Pacong secondary School, we found out that the school is located within Pacong primary school with only (3) learners without class. We drove to Aduel secondary School we also found out that Aduel secondary is located within Bar-aliap primary school,” he continued.

“Therefore, I would like inform the general public that, the three schools, Pacong secondary School, Marial Manasseh memorial secondary School and Aduel secondary School are fake and they will not continue to receive capitation grant and I declared them non-operational, non-existence and are ghost schools and they should be deleted in the system,” minister Makoi declared.
