Norway earmarks NOK 20 million (approx. 1.9 million USD) to support the Ceasefire and Transitional Security Arrangement Monitoring and Verification Mechanism (CTSAMVM).
The total contribution this year is a solid increase of support from Norway and comes in addition to other forms of support to the mechanism.
CTSAMVM is mandated to monitor and verify the implementation of the Permanent Ceasefire and Transitional Security Arrangement.
This is done through the investigation and publishing of reports on violations when they occur.
Particular importance is on CTSAMVMs reporting on gender-related issues, including violations reports on Conflict-Related Sexual Violence and Sexual and Gender-Based Violence.
The Norwegian Embassy on Thursday 22nd June extended the agreement with the Ceasefire and Transitional Security Arrangement Monitoring and Verification Mechanism for Norwegian support of NOK 15 million, an addition to the 5 million NOK already contributed to access aviation services through UNMISS.
Speaking during the signing ceremony, Ambassador Linken Nymann Berryman said: “Norway is a consistent partner of the people of South Sudan and continues to support the full implementation of the Peace Agreement, both in letter and spirit.”
According to the Ambassador, CTSAMVM is vital to the implementation of the Revitalized Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS).
The Chairperson of CTSAMVM, Maj. Gen. Hailu Gonfa Eddosa noted the importance of supporting the ceasefire monitoring and verification mechanism to the full implementation of the R-ARCSS.
“Norwegian financial assistance to CTSAMVM is critical and consistent with the international community’s political line on backing regional efforts like IGAD to stabilize South Sudan”, said Maj. Gen. Hailu Gonfa Eddosa.
“This year is critical for South Sudan’s peace process. CTSAMVM will continue to play a critical role in the peace process as we continue to monitor and verify compliance and report on the progress of the implementation of Chapter II of the Revitalized Agreement.
CTSAMVM is responsible for monitoring and verifying the implementation of the Permanent Ceasefire and Transitional Security Arrangements as laid out in Chapter II of the R-ARCSS.
It reports to the IGAD Council of Ministers and the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC).
