CES Governor forms Committee on tax, gov’t linkages

Central Equatoria State governor, Rabi Mujung Emmanuel has issued a gubernatorial order for establishment of state high-level committee.

Formation of the committee following tax disputes between Central Equatoria government and South Sudan Revenue Authority (SSRA).

The committee’s main task is to examine tax-related matters and intergovernmental linkages between national and state governments.

Chaired by the Deputy Governor of Central Equatoria State, the committee includes key state ministers, senior officials from the State Revenue Authority, the Juba County Commissioner, the Juba City Mayor, and legal experts.

The Minister of Cabinet Affairs will serve as Deputy Chairperson, while the Minister of Finance, Planning, and Investment will act as Secretary.

According to the governor’s office, the mandate of this committee includes the identification of tax overlaps (instances of tax encroachment) by national institutions on the state’s established tax system and the evaluation of coordination mechanisms between the two levels of government.

It will also clarify the legal basis of state revenue sources and assess the legal implications of the Memorandum of Understanding between the State Ministry of Roads and Bridges and the National Ministry of Transport regarding the Nesitu Parking Yard.

Furthermore, the committee will engage relevant stakeholders at both national and local levels to improve tax governance and may co-opt additional members if necessary.

The findings of the committee, along with recommendations, are expected to be presented to the governor within a fortnight from the day the order was issued: Monday, July 14th, 2025.

The initiative underscores Governor Mujung’s commitment to enhancing fiscal accountability and strengthening intergovernmental coordination for more effective governance.
