Government institutions operate hierarchically, with directives flowing downwards from the national to the state level, and ultimately to the Payams and Bomas.

However, in practice, power remains concentrated in the hands of a few, leading to top-down control and limited local autonomy. This centralized system contributes to economic hardship, widespread citizen frustration, and governance challenges.

While here appreciating the work done by the City Council this year, 2025, the Mayor ordered all street vendors to move to appropriate selling points that could be inside the market or locations where vendors are avoiding them from involvement in accidents, and if it’s maintained, Juba City will be leading to the first development (achievements).

This year should be a year of change for all government institutions. Now there is no bottleneck while moving in the morning to work and also in the evening since this week began. Custom, Juba Town, and Konyokonyo, the removal of the transport on the street would be a good move.
Rickshaw (Raksha) transport is not supposed to move in the town in developed countries; they are used in the outskirts, not the city. This one in Juba is supposed to be relocated to checkpoints to transport people within that area, and others would be staged at Jebel Yesuwa, including other far areas. Mixing like there is no order. If you look at this, Rakshas are not the same quality as the one used in the country that is manufacturing.
The streets of Juba are all covered with wheelbarrow businesses, and passing alone becomes difficult; the question is, what if accidents happen? Take the example of the custom market. Even the company contracted to clear garbage is trying these days.

Citizens have the right to a clean environment and sanitation in the country, but when directed by the leaders about the disposal around the city.

City Council officers in Juba are the worst for the local business; they tax high and move with different receipts. Businesses opened within two weeks can’t exist for one month, which indicates failure of the national economy yet no development in the country.

I appeal to the government to create a system of accountability in all the government institutions to avoid corruption and City Council not to overcharge the national business to improve the economic hardship of this country.
